WebQuest Templates can be downloaded to use in creating your templates in HTML. You must have access to a server to store your completed files. Many Internet Service Providers include webspace as part of their service. Check with your ISP.
If you don't have access to a server or are concerned about writing webpages using HTML, you may want to consider resources such as
