New Federalist Papers

To Whom it may concern:

     We would like to take this opportunity to encourage states to not
ratify the amendment dealing with the extension of the house terms.  As
the authors of this amendment we feel that the original purpose has
been lost through modifications.  The original plan was for the house
to be run much like the senate with terms of six years, where one third
of the members would run for election every second year.  The idea was
to reduce costs for elections and to allow the representatives to focus
more on the job at hand as opposed to the next election.  With an
extension to only three year terms the purpose is missed.
     
     We would further like to point out errors in the current changes. 
The current amendment calls for the representatives to serve three year
terms and have elections every second year for one third of the
members.  This does not mathematically work.

     Please do not vote to ratify this as we feel that the former
amendment is the only one which would serve our purpose.  Thank You
